Working Group 01: Sub-chaptering Framework

The Working Group 01 (Sub-chaptering Framework) aims to define a clear structure and guidelines for establishing local chapters across the MENA region, ensuring coherence and alignment.

Purpose

The Sub-Chapter Framework Working Group (SCFWG) is established to design and recommend a standardized framework for creating and managing sub-chapters under MENACOSE in the MENA region. This framework will define objectives, governance, roles, and operational rules to ensure alignment with INCOSE’s vision while respecting regional diversity.

Objectives

  • Define the mission and objectives of MENACOSE sub-chapters
  • Establish governance and reporting structures between the main chapter and sub-chapters
  • Develop criteria for forming, approving, and sustaining sub-chapters
  • Provide guidance on leadership, elections, and member engagement
  • Outline rules for financial management, events, and knowledge sharing
  • Recommend inclusive and equitable practices across the region

Deliverables

  • Draft Sub-Chapter Framework (v0.1) for feedback
  • Final Sub-Chapter Framework Handbook (v1.0), approved by the MENACOSE Board and INCOSE HQ
  • Pilot implementation report capturing lessons learned
  • Templates and guidelines for proposals, elections, reporting, and events

Membership & Governance

  • Open to all MENACOSE members in good standing
  • Dr. Maged Elaasar serves as WG Chair, supported by Dr. Bassem Hassan as Deputy Chair(s) and Hassan Eldeeb as Secretary
  • Operates under the authority of the MENACOSE Chapter Board
  • Decisions made by consensus, or by majority vote when necessary
  • Monthly meetings; quarterly progress reports submitted to the Board
